I don't see why the Kanto gym leaders couldn't take another hit. I mean Blaine had to move islands after the volcano on his erupted, destroying the gym and just about everything else. Not to mention Koga left his gym to his daughter, while the rival took over Viridian after Giovani fled from the cops...Or embarrassment from the prior video. That is at least two gym leaders to tack on as a bonus. Plus the rival doesn't even use all of a single type.
