I believe that is company policy ,the engineer does not know if the train will stay on the track ,is there debris flying off the loco , the emergency brake has been activated ,he does not know if he is still in control of the whole train anymore.

The driver was obviously in the wrong in several ways. (I used to drive commercially). His first mistake was that he made the turn incorrectly and ended up cutting the oncoming lane. In order to avoid hitting the oncoming vehicles, he had to wait for the string of cars to back up. That was his second mistake. His third mistake was to not backup off of the tracks. His fourth mistake was to stay in the cab of the truck. He just lost his job and both he and his company will be sued. I assume it costs a lot to fix the front end of a locomotive.

He was trying to make a left turn, but cars were in the way. Yeah, he should've kept going and try again later, but probably wasn't thinking his trailer was still on the track.
