Don't really know how talent is measured, but it comes in different forms. Fabi is one of many players in history (Korchnoi, Keres, Ivanchuk, Rubinstein, Tarrasch for example)who was close to being champion but someone else was a little better.

It will probably get to the point in the near future where players will be required to provide clothes, glasses etc. before game day which will be inspected and then they'll be required to change under observation in the playing area. I know it's a foreign concept to chess but similar things are common practice in other sports for drug testing purposes.
