Depends on your profile. In general California is a good place to study VLSI but competition for jobs is also pretty high.

Maths (Calculus, Prob Stats etc) + Few Bio & Chemistry subjects + Programming Basics. However remember, Pre-Reqs change from university to University. Some might require additional pre-reqs and some are more lenient.

Get top know more about the field. Join a good VLSI institute here in India - do some projects. That will build your profile. Its tough to get jobs in USA without relevant project experience in the field of VLSI as it is getting more competitive. There are no jobs in IT currently. One job 1000 people are applying in IT. Lot of disposable income in family go for it. Don’t take too much loans. Getting job is very hard. Most experienced people are jobless currently. If you have limited money don’t come. Greencard process is very complex and very long waiting time.

My sister son complete his MS from penn state University before coming to usa he works as software engineer in pune. Still he doesn't got a job one of his friends who has 3yrs experience got entry level job. This is real situation of job market in usa after spending so much money students don't get job it very depressing for students.
