The war elephants are probably bugged, but with stacking the right cav cost modifiers it might actually work. 2.5 ducats of maintenance doesn't really matter when that is getting reduced by 90%. I noticed the govt bar can give up to -25%, aristo of course grants another -20%, pick up eco for another -10%, cav warfare reform (the original war elephant reform is also of that level, but the T1 reform you gain later allows for war elephants by default) for another -10%, and if the offensive idea thing worked you'd get another -20%. That puts you at -85% cost, and you could get the final percentage points from more general regiment cost modifiers, or trading bonuses (10% cav cost for trading in livestock, 5% regiment cost for trading in iron). Going Aristo-Eco-Quality would then give you insane troops, as the quality buff you get also gives you the CCA from that one mission that wants you to take quality/offensive/quantity.

So i did a korea into manchu into qing run. First time playing as emperor of china. Juggling that low mandate debuff with wars are fun. First few years, they are hosing your troops. Mandate gets backs to 50 and its over. I only took colonialism to get some provinces in the new world but no cn. About a hundred years before i took exploration, i spotted the incan empire being eateb by Spain with Portugal approaching. I guaranteed them and forgot about it. A hundred years later and they have reclaimed their territory abd removed the Europeans from the west coast
