Reading interviews with the production team from that time reveals a lot about the behind-the-scenes circumstances. Otomo originally wrote the screenplay, but it was reportedly rejected more than 20 times, possibly by the production committee. In the end, it became a patchwork of ideas, leaving the film’s theme somewhat unclear, and other screenwriters were brought in to consolidate it. What Otomo initially wanted to create, I think, was a monstrous film-something like an expanded version of Cannon Fodder on a scale 100 times larger. He seemed to aim for a detailed, immersive, and realistic steampunk world. Otomo, being more of a creator who enjoys building worlds rather than telling straightforward stories, struggled to communicate this vision to investors. They likely told him repeatedly, “This won’t sell.” Animator Hashimoto, who spent three years hand-drawing smoke effects, reportedly didn’t enjoy the process. Otomo isn’t the type of director who gives detailed instructions on intent, so unlike AKIRA, the atmosphere on set wasn’t particularly energized. Even among the staff, there was little praise for the project. Since this work, Otomo has presented numerous proposals to Bandai, but it seems funding hasn’t come together. Crowdfunding would likely attract funding from around the world, but Japan’s animation industry relies on the “production committee” system, which is a closed structure that protects vested interests and resists external capital. Because Otomo hasn’t been able to propose a project that satisfies the production committee, 22 years have passed without new productions being realized.
