It's not a pessimistic indicator. It's a precaution since the banking industry in Kenya is growing. The number of people who banked 10 yrs are not the same as the ones today. Also banks now have more products and services other than giving loans unlike they were 10 years ago. Other African countries have taken this step, why not Kenya? Also, this proposal to increase core capital is not new. It was recommended back in 2015

It's actually in the customer or account holder interest: to protect his or her money in case of financial distress. Over here, every account holder is protected to the maximum of Ksh 12 million equivalent.

Interest is locked. If you bought it when the interest rate was 18% and the bond has been reopened at 15%. Your interest will still be 18%

Honestly, there is a reason that there was undersubsription in the recent bond opening and why are they reopening old ones? This just smells fishy however you look at it.

The way I have come to understand investing in government papers by the time they "'drink water" the rentals will have drowned a long time ago. Ie to say by the time the economy collapses even your tenants will have stopped paying rent months before.

There is no maximum. However, the government usually has a target i.e 45 billion. So any excess, cannot be accepted . There is a.critwria they use to not accept some bids

Honestly, money wise, it doesn't matter. All that matters is the interest you will be earning and the time period preference. Do you want a bond that lasts 5 years or 8 yrs? Do you want one that has a 16% coupon or 13%. Those things,in my view, are most important
