The system is responsible. Since school became a business, it has not been working properly. Teachers are being blamed when, in reality, the working conditions of teachers are really poor. Salary is unfair for the amount of work thay have. Also, besides teachers, parents need to educate their children. If they don't know how to read, at least, show them the importance of it.

If you find yourself inside that classroom let's say you are unrecognized as a native English speaker, what do you feel? The classes have no outputs but for the sake of passing exams to get into uni you have to be pretend to be a part of it. Any open thinker will be 100 times better English teacher than him but that won't be enough for those kids as the study structure designed to favor the teaching of that English teacher on Ferrari. He is the god/celebrity for those kids and their white washed parents. Maybe when they land a job they will learn thought and proper English with the money.
