Right now that would straddle the border between "technically impossible", "potentially unlawful" and "highly contoversial". Leaning very heavily towards the first option.

Congress doesn't need to authorize transfer of existing military equipment. Biden just has to report what he sends. Congress needs to approve the funds for the production of new equipment only. Please learn the law. Read the wiki on the Arms Export Control Act.
