I have been buying this same brand developer salon care which is Sally's brand literally since I was 11 years old and I am now 38 I have been using it for almost 30 years to bleach my hair with and never once have you ever had to have a license to get it so anybody who wants it do not be afraid to go buy it you will not be turned down walk right into Sally's and you can get it just fine he's acting like he's giving some type of good information when ya don't need a license to g3t it anyways wtfffff!???
