'00-'05 VW Golf/Jetta MK4 is Hard to Start - Multiple DTCs!

Symptoms: Your VW Golf/Jetta MK4 is suddenly hard to start. The engine runs rough. The check engine light does not shut off. A scan tool finds 8 DTCs:
17633 - Cyl.1-Fuel Inj. Circ. Short to Ground
17634 - Cyl.2-Fuel Inj. Circ. Short to Ground
17635 - Cyl.3-Fuel Inj. Circ. Short to Ground
17636 - Cyl.4-Fuel Inj. Circ. Short to Ground
17859 - Sec.Air Inj.Sys.Circ. Short to Ground
17829 - Sec.Air Inj.Valve Circ Short to Ground
17833 - Tank Vent.Valve Short to Ground
17880 - EVAP Emission Contr.LDP Circ Short to Ground
