The council doesn't understand the public's first amendment right to free speech and the right to redress their grievances. As a result, they don't understand that they cannot control what the public says about them. They are setting the city up for civil rights violations. They also don't understand that they do not have the same rights as outlined in the Constitution when they are in the course of their duties. They forfeit their rights when they take their oath to serve in a public servant capacity The lawyer needs to educate them and protect the city from a possible civil rights lawsuit.
