Speed is often one of the drivers of grammar. The less the number of words to convey the subtle but necessary nuance "clearly", the more advantageous a language is for trade, or when efficiency is required. I can imagine over the centuries the use Cantonese modal particles, especially in Hong Kong, must have evolved out of its many ports, factories, transportation hubs, and businesses in support of these activities, all of which were (are) filled with different dialects not just from China, but also cultures from around the world.
