I am looking to do this same set-up but I have a growing paranoia of botulism developing in the flour and oats I plan to store. Any advice?

You can add a desiccant. When using desiccants, you want to put the desiccant towards the bottom, the food on top, and then the last thing that you would do is add the oxygen absorber.
