atleast 1 caster in every raid in the game gets PI on cd coz it has to be used not left untouched, he isnt even aoeing while everyone else single targets, all the raid cleaving the ad and whe he calls stop dps on the ad he also stops dps, I can tell you the type that gets only blues and purples with PI on cd and spamming aoe., plus hes eve raid leading.
