The lock-off feature affects characters from the series who cannot sense energy without scouters. Kid Gohan didn't do anything to hide his presence, Frieza just couldn't see nor sense him. One reference to something like this was during the base Goku vs Frieza fight in DBZ where Frieza was wildly aiming beams at Goku who was obscured by smoke from an earlier explosion.

I really wish the story mode was more like Tenkaichi 3 where it's broken down into sagas not characters. Also many of Frieza's super animations are actually worse. 1st form rush attack used to slap them down with his tail after the backfist. 2nd form ultimate used to not be censored and followed up with a blast. 3rd for ultimate is admittedly better now. 4th form rush attack used to actually send the target crashing into the ground instead of just exploding right away. That one I was honestly hoping would be even more involved with Frieza knocking the target around like a ping pong ball like in the anime.

This game is easily the best looking Dragon Ball game ever made hands down. I also really like that all the little things that they did for the story, and how story-driven this game is. That said the moment that you said that some of the cutscens are not voice acted is a REALLY bad sign. That's one of the things that held Street Fighter 6 World Tour back. If the amount of lack of VA is too noticeable then that would be REALLY bad for the overall package of the game. I can understand the cutscenes because that would be way too much of an endeavor, but VA shouldn't be lacking at all.
