im really new to kendo, can somebody tell me if the video has been mirrored or Kondo sensei is using his left foot forward?

He is, indeed. Take a look at the very beggining, as he assumes Hasso no Kamae the left foot goes forward, just like in Hidari Jodan. Six months after your comment, so if you haven't already, you will use these kamae in kendo kata. Cheers!

@@thiagout thanks for the reply, for some reason youtube just notified me about it today.... due to pandemic and me getting sick during winter, I haven't much dojo practice during this time so I haven't used any other kamae than chudan, I know of Jodan and hasso because I did 2 years of iaido but i was under the impression that in kendo you would always have your left foot back, thanks for the reply

can anyone tell if he's grasping his shinai like in a jukendo tsuki or if his left hand is on the 'blunt' side of the shinai guiding it, as one might with a blade?

I know just what you mean. I interpreted this as being soete tsuki like in Seitei Iai Kata 9.

Since he's doing Kendo and applying principles of the sword I'd assume it that as opposed to the jukendo variation of the technique. Hard to see though.
