Think about it like reps with weights. 30 seconds of work is similar to 8 to 12 reps with a barbell or dumbbell. If you are reaching muscular failure in 30 seconds, it will be strength and muscle building. If you are going for 60 seconds, you will have to reduce your power output to last that long...so it would be like lifting lighter weights for 20 to 40 reps.
