(1) 'Time' is actually not specific here because we're talking generally about not having any time on a regular basis. If you are talking about ONE specific occasion, you can use 'the', ex: "I wanted to go to the gym yesterday, but I didn't have the time." But even in this case, if you say 'didn't have time' it's acceptable because time is so general. (6) You are correct. I've made a spelling error - it should be 'is the highest' :)

You can say 'a' if there are many languages, and English is just one of those languages. Ex: "Gujarati is a language spoken in India." We say 'a' because there are many others. But we would say "Gujarati is the language of the people of Gujarat" because that is their main language. In this case, of England, English is their language (there are some others like Hindi, Arabic etc. but these are spoken mainly by immigrants). So, 'the language of the people of England' is correct :)
