I have seen heat shrink on capacitors too, like in this power supply, and I think it is to increase the insulation rating when they are close to a heatsink or other component.

The heat shrink tubing over the caps are probably to increase the isolation since the heat sink for the secondary rectifier diode is quite close.

I believe that the rectifier is isolated from the sink with a mica pad

The quality of this XP Power module is not very good and it is often easily damaged. It is recommended to replace it with a PRS-60-15 power module

What brand were those caps? No wonder they had heatshrink on them. :)
