Shaposhnikova fails in trying to perform an important element and does a pretty shaky routine and gets 9.9 (so unlike her- she’s wonderful) whilst Comenici does a better routine and gets a 0.2 deduction. Cold War politics perhaps?

Indeed. People complain about the scoring in 1984, but at least they didn’t have to deal with Soviet scoring tactics. Look at 1988 for a perfect example.
