Ypu can see that the hole is used to attach the second stabilizer. I think it does not affect frame but it can be considered modification.

@@mirzoyanapresyan no, the hole drilled is actually to secure the bottom portion of the bracket with another bolt and nut. The second steering stabilizer goes in the hole beneath the drilled hole.
