If your ceiling is sagging it's most likely due to water intrusion. You'll need to pull down the foam board and redo the entire ceiling. I suggest spray foam instead of foam board.

be sure the drain slots in the bottom of each window sill are not clogged. Water that makes it past the little brushes at the bottom of the window needs a place to drain

That was one of the first things I checked. I did notice one of them was almost clogged. Thanks for the suggestion.

That looks like the cheapest plywood they could find without the benefit of waterproof glue. When it gets wet it just comes apart.

I don't see why it wouldn't work. Just make sure you reseal around all those vents to prevent it from leaking more. If you can get the leaks stopped you should be able to replace any of the ceiling that has rotted with new luan boards or whatever you want to use. Be careful on the roof though. Most older RV's have a wood frame and if it has leaked the frame could be rotted and you could fall through the roof.
