Reinhard may survive and counter all the hax with his infinite divine blessing spams but people around him aren't so lucky. Only reason Subaru managed to save so many people because he can use RBD and redo everything. All the authorities are very overpowered and most people find out about the nature of it just before they die. But subaru is the exception since he can somewhat alert the people around him and give them prep time to fight the witch cult who mostly rely on the element of surprise and hax. Also your very wrong about reinhard being able to save everyone. He can't even defeat regulus since he won't kill his wives who are mostly innocent. Also his overwhelming strength has a lot of drawbacks like the upper class nobles threatening his comatose mother making sure he doesn't betray them. He is also banned to travel from one county to another due to being a walking nuke. Also sin archbishops usually avoids reinhard just by reading the gospel. As you should know they can read the future thus avoiding a encounter with reinhard. Arc 5 is a special case since they wanted to retrieve some pride bones from that city. So yea reinhard can't save everyone but it's not a plot hole. They storyline goes into good lengths to explain why he can't save everyone

The problem with characters like Reinhard is simply that, he wouldn't be serving a king. He reality he would be king. There is no check on Reinhard's power. It also applies to a lot of characters like him. It's c'mon anime troupe that is unrealistic. Heck he wouldn't necessarily even need to take power, people would move to put him in power on their own. At best, Reinhard would be a partner to the crown, not a servant.
