Hello Surabhi, I'm sorry for delayed reply. I visit my KZbin channel only at regular intervals, hence the delay. I'm really sorry. In your other comment, you have asked for more examples. I'll reply for that here itself: Secretariat is definitely a "Staff" agency. To put in simple words, a staff agency does not have any responsibilities, it does not make any decision. It only helps the line agencies. It makes their work easier. Their role is only advisory is nature, they do not give orders. Other examples are: PMO, NITI Aayog, Cabinet Committees, etc. These only exercise influence, NOT authority. On the other hand, "Line" agencies make decisions, take responsibilities, interpret policies, etc. These exercise authority and give orders. To understand, remember that these come in the "line of command", hence their name. In Indian context, government departments are a very good example of line agencies. This concept only needs an understanding for this video, and hence I did not cover it in detail. I'm really sorry I was not able to clear the concept for you in the video. If it is still unclear, I would recommend reading Goyal and Arora's book (of Paper 2). If you have any more doubts, please feel free to ask them.
