Its in the zip file, David, in the rd_scripts folder. MOVE (not copy) it to "C:\Program Files\Adobe\Adobe After Effects CC 2018\Support Files\Scripts\ScriptUI Panels" . Load it up from the Window menu in AE, dock it, and then save it to the default workspace so your workspace change sticks. (Good lord this was 7 months ago). Welp anyone having this 'missing launcher' issue here ya go.)
