That bolt is what powers the vacuum pump. It threads into the end of the cam and the notch lines up on the vacuum pump. It is a coupling for pump drive.

You answered a different question for me in the process of this video. I'm doing a head on 1 of these and finally got it back from the machine shop after 2 months. Couldnt remember the orientation of the cams to tdc and neither alldata or identifix said anything. I didnt want 1 180 out but seeing the pins on the top of the cams makes me feel retarded i didn't notice lol. Thanks man
