No, probably because of low demand. PHEV make extra sense when a tax-credit or other incentive is given. P400e is just as expensive in some European countries as a entry level version like a P160.

if the battery runs out does the car uses the 300 horses? when moving does the battery charge? So the 400 horses are for 50 kilometers until the battery runs out?

Basically, yes. Just with almost all PHEV's.

@@mousikantis no the 400 hp isn’t only for 50km. That range is for pure EV driving.. so you’re getting 400hp until the battery runs out in hybrid mode. Which will be a lot longer than in pure EV mode.
