Most European countries don’t have any age limit on drinking. You just have to be 16 to buy mild alcohol and 18 for spirits and liquor. If a cop sees a 15 year old drinking, he can only tell him that it isn’t a good idea and maybe inform the parents about it. It’s the parents that decide when you’re old enough to drink. You can just legally buy alcohol when 16.

Just after I tuned 21 while living in Texas, they did a thing during Happy Hour where all mixed drinks were double everything. I tried a Long Island Iced Tea. I was only able to take 2 siips and that's it cause it was way too strong for me.
