It is a poem named "Boots" written by Rudyard Kipling, 1903. Its about forced march during a war between English Empire against South Africa in the very beginning of 20th century. The record used in the trailer is the reading by Taylor Holmes, 1915.

the background voice was a poem from like 1915 if i remember correctly it was made in purpose to train soldiers for psycologic warfare, it fits perfectly for a horror trailer

That strange rhythm. The repetition. And the way it rises in panic. When I saw the trailer it hit me hard. I am not that big a fan of 28 Days Later. However, I was a huge fan of 28 Weeks Later, I found that film was much more compelling and the opening of Weeks is absolutely stellar. This trailer for 28 Years Later seems very interesting, it has the feels of Last of Us.
