Its supposed to be Plumas Street, but it only vaguely resembles a downtown area. At 7:54, if you take a right on Hwy 20 and continue for about a mile east, you'll reach Plumas St. Its not particularly amazing. The "downtown" area is on Plumas St, between Colusa Hwy (Hwy 20) and Bridge Street. Alternatively, you can make a right turn on Bridge Street (7:36), and continue straight for 1 mile until you reach Plumas St. Then make a left at Plumas St.

Actually, Ca-99 from Mettler to Sacramento might be turned into interstate 7, and after this happens, Fresno will no longer be the most populated city Without an interstate, and other cities like Visalia and Bakersfield will have interstate 7 as well

They are working on CA-99 (Future I-9) for 428 miles, between I-5 in Wheeler Ridge, which is 25 miles south of Bakersfield to rejoin back to I-5 in Red Bluff, if it is necessary for the next 28 years from now. If CA-99 become future I-9, then they should change CA-9 into CA-31 for 30 miles which is between Santa Cruz and Sunnyvale which is located south of San Jose at the south side of the Bay Region to avoid the duplication of the same numbers of two different route sign within California. I-9 does parallel with I-5. Several of the major cities with a population of 250,000 or more people are without an interstate highway, such as Bakersfield, Fresno, and Modesto. Interstate 7 is another option for future I-7, since it is between I-5 in California, closer to Pacific Ocean and future I-11 in Arizona and Nevada, and later in Northeastern California and even Oregon and Washington as well.
