narratively, 2nd ulquiorra is actually close to the level of base aizen surprisingly, since in aizen's plan, ichigo is going to be his rival with the power of his vasto lorde form (like how ichigo did in the war arc, where he puts on the vasto lorde mask instead of the one without the horn), and according to both the anime and movie version of the fight (according to kubo himself, the movie version is the one he liked the most), they are somewhat competitive

The power difference between Grimmjow and Ulquiorra can only be down to difference in classes meaning Ulquiorra is a Vasto Lorde and Grimmjow is an Adjuchas like in the flashback we got. Resurrections are amplifiers in general except specific cases, they don't increase spiritual pressure. Rankings are based on spiritual pressure. Meaning Ulquiorra's spiritual pressure hasn't increased rather it just increased its intensity/density. So rankings would obviously be the same.

No, just think about Ishida’s comments about Ulq’s rietsu in second release, he said the rietsu is so intense that he has never seen before and it’s so strong that could’t even be described as rietsu, it’s more like an ocean above the sky which makes them suffocating, so the ranking does change after they release, yami is another example. Btw, even yami becomes zero I don’t think he is more powerful than Ulq, Kubo does the great work in details, if you watch closely, you’ll see that the number 4 on Ulq’s chest has disappeared when he second release, this might be the hint that Ulq has surpassed the number system or espada category in his 2nd release.

Plus Ishida has already sensed Aizen's and Yammamoto's spiritual pressure. Their spiritual pressure at base is higher than Ulquiorra's at his second release unless you think otherwise which wouldn't make sense. So Ishida's comments is simply down to the density of the reiatsu. That's why he compares it to a ocean to show how "thick" it is. In Bleach, strength should be determined using a XY axis rather than a linear line. X axis showing spiritual pressure and Y showing density/intensity of spiritual pressure. Yammy's resurrection increases his spiritual pressure because his release is based on how angry he is like Hulk. His release specifically increases spiritual pressure and it's mentioned. You need to remember that each and every battle of Ichigo's was meticulously planned by Aizen to best cultivate his powers so that Ichigo would be able to challenge him in battle as an equal - Aizen wanting to fight someone as an equal was a very clear plot point. So logically, Aizen ensured that Ichigo would face his strongest subordinate as his final test so as to make him as strong as possible before he returned to Karakura Town. If Starrk was the strongest Espada (just for example), then he would have been left behind in Hueco Mundo to challenge Ichigo; not Ulquiorra.

Ulquiorra is a special case among the espadas as he is the only who came from a vasto lorde, and his strength is showed in how he gets a second release. He's at number 4 since he never used his final form, putting his reiatsu level just well below the top 3. I think his final form is even stronger than Starrk, though.

True, considering Ishida’s comment, the rietsu of second released Ulquiorra is so strong that even can’t be described as rietsu, it is like an ocean above the sky which makes them suffocating, I think Ulquiorra is definitely stronger than stark in this stage.
