Can warden still use both tinctures even if your 5th slot cant be used cuz of belt?

It can be used without any problems.

why use reaver sword ?

For the Warden, the Reaver Sword has a higher DPS limit than the Banishing Blade because you can earn a lot of Penetrate with tinctures.
