What she means is to check with your massage authorities. Here in America, almost all states have a licensing board to ensure people are officially trained and licensed before they are allowed to practice massage. Each state has their own set of rules and must be abided by. This ensures that we do not have people getting injured by those who are untrained and that places cannot do prostitution/sex trafficking in disguise under "massage". The term masseuse here is now highly discouraged as it is not the appropriate medicial term/title that one earns from their training, but rather the term used for untrianed "body workers". ​@1Muscles I hope this information helps!
