@Bruh Ok I think that's the reason they use the horns more often because on the small island the siren sound travels so far the criminals have plenty time to run and hide because they hear the sirens coming from 2 miles out. So they use the horn just to alert nearby traffic. I've even seen some units where they turned the volume down on the siren to the point it's so low you can only hear them from four car lengths away.
