Like out of a Hollywood disaster script, historic rain from a powerful storm hits Los Angeles, causing over 300 mudslides and landslides that crushed luxurious California mansions putting paradise in peril. The record-breaking "atmospheric river", caused floods, mudslides and landslides that knocked homes off of foundations and buried cars. Even the wealthy 90210 zip code wasn't spared!
This short documentary takes you ground-level into the heart of the disaster, showing exclusive angles of flooding, crushed homes, buried cars, and the heroic efforts of rescuers.
At UCLA in Westwood, over 1 foot of rain fell shattering a record that had stood since 1934 when just over 8 inches fell.
But LA also surprised with its flood resilience, outperforming major cities like Miami or New York. How'd they do it? We explore the city's surprisingly effective flood management systems, contrasting them with other major cities.

I lived in SoCal for 20 years & it always amazed me how they stupidly let them build on unstable hillsides all over the place. Every time it rains more than an inch they have mudslides & floods... in 1991 the flooded Ventura River covered Highway 101 all the way to the ocean & for hours & some idiot in a Camero tried to drive across & got washed out to sea as well as a whole RV park next to it. Fire & Floods were way scarier than any Earthquake I experienced.

After the LAFD pulled them out, the water completely engulfed their cars, even over the roofs! One of my friends witnessed all of this (he placed the 911 call), got his car to higher ground and had to sleep in it overnight. You mentioned LA's complex relationship with water - very, very true, and something not even a lot of local really understand. The increasingly monsoonal like rains in the winter, coupled with increasingly dry summers, really are affecting the how our city works in incredible ways. You called out stormwater capture, and that's a huge part of it: LA is notorious for being a concrete jungle, but the task of capturing literally billions of gallons of water when it falls at once is a huge engineering challenge. What many don't realize that, despite it's dry reputation outside of winter, much of the city sits on a giant aquifer that is perfect for storing runoff and recycled water - except that it was badly polluted during the mid 20th century when defense contractors like Lockheed, Boeing, and Rocketdyne turned the San Fernando Valley into an industrial powerhouse for Victory, with no care for the environment. Cleaning that up has taken decades, and as that work ends we can finally start using it for higher means. LA isn't a stranger to big projects - just look at the LA Aqueduct - but the work being done now by LA's Sanitation Districts and Water Agencies is something Mulholland could never have imagined: By 2035 at the latest, and starting by 2028, the majority of LA's water supply will come from within the LA Basin. Part of that is many small projects everywhere to increase the permeability of LA's ground - making the city less a concrete slab and more a sponge - but it's also a massive upgrade to our wastewater processing to allow for full water recycling, along with upgrades to places like the Tahunga spreading grounds and dredging across dozens of flood control dams to allow for more rainwater capture. Not exactly glamorous work, but incredibly cool to watch happen.

This was really good in telling a complete story of what people are going through. The news shows just repeat disconnected fragments. city of LA is broke, with our plant in complete disrepair, they aren't doing anything to improve infrastructure or help city workers. Basically all of our funding now goes to the homeless. In fact during covid sanitation employees were front line workers and they only gave us a banana and a pack of peanut m&m's (no lie), taking our state issued funding and not giving us hero pay or anything. Apparently homeless people are the heroes in LA. So a cistern is completely out of the question.@@anydaynow01

Jonathan Petramala, INDEPENDENT journalist. Well done story. I used to live up in Santa Cruz where we had our share of massive rain and mudslides. I now live in southern Spain where we haven't had any significant rain for a long time. We're in the worst drought since the Spanish Civil War. We do everything to save water but people don't seem too bothered by regulations. Agriculture is the big problem here. The 1938 flood destroyed 5,601 homes and businesses and damaged a further 1,500 properties. The flooding was accompanied by massive debris flows of mud, boulders, and downed trees, which surged out of the foothill canyons. Transport and communication were cut off for many days as roads and railroads were buried, and power, gas, and communication lines were cut. Dozens of bridges were destroyed by the sheer erosive force of floodwaters or by the collision of floating buildings and other wreckage. Some communities were buried as much as 6 feet (1.8 m) deep in sand and sediment, requiring a massive cleanup effort afterward.[4] It took from two days to a week to restore highway service to most impacted areas. The Pacific Electric rail system, serving Los Angeles, Orange, San Bernardino, and Riverside Counties, was out of service for three weeks.
