Tbh only the dwarves late game can rival the orcs, only problem is that orcs reproduce far faster than dwarves so even if Dwarf and orc soldiers are equally strong, orcs will be able to take the casualties while dwarvrs cant

Actually in the books Dwarves are quite overpowered they are born top tier crafters they are the best miners make the most impenetrable (easily defended) cities in the mountains they are also because of their mining capabilities very rich and they are top teir in making amazing weapons and proud and brave warriors with top teir armor. Dwarrows or dwarf-like entities (broadly defined as being short of stature and associated with the earth and craftmanship) also appear in folklore and myth across the world, often with vaguely defined magical powers (e.g, Fafnir who turns into a dragon; native american dwarfs who are only a few inches high and more akin to the European idea of a fairy or goblin). Prof. Tolkien built on the norse stories, giving his dwarves a moral facelift and a fleshed out culture and civilization (he also turned them into thinly disguised "fantasy Jews", in a - rare for the time - mostly positive portrayal). I think fast cultures is giving a boost to the orcs. That’s the bonus the humans have right? They get stuff faster than the orcs and are able to get better gear, giving all of them an equal playing field just makes the orcs even stronger

Humans develop culture faster, dwarves get better gear, elves live longer and have more children, and orcs are stupid yet strong. Turning on fast cultures basically buffs orcs to the max while leaving people like dwarves in the dust.
