I don't necessarily agree with #2, though. In my case, I strategically ensure I aligned myself to projects that mattered the most to the organization, and then I looked outward, got offers from other organizations and presented the offer to my manager and asked if I could be matched or I leave. The management had a meeting and decided that I was a vital to these key projects and it would make no sense to let me go. They immediately raised my salary from $132k to $155k. That's over a 23k increment in just less than 1yr of working with the organization.

Asking a manager isn't the right approach because the manager cannot predict which areas can add value. It is the individual contributors who have boots on the ground and after covering technical ground and depth can provide insights into areas of improvement and alternative approaches to challenges. Take those to your manager and ask them if any of these will have an org impact and benefit your current growth in the org. Prioritize and work on them. Document and get confirmation of the impact from external stakeholders.
