Those aren't really fills. They're ostinatos. A fill goes in spaces, generally between melodic lines. An ostinato is a repeated pattern that is played for an extended period and over chord changes. Generally speaking, using the 1-5 of the I chord over all diatonic changes will work, as will any variation of a I2 chord (1-2-5) and the 7 of the I chord works as well. Your third example uses other notes primarily as passing tones, so theres more flexibility. Anyhow, hopefully that clarifies. And it's better to provide the theoretical formula (chord and tone numbers and relationship) so that the concepts can be used in all keys, rather than just note and chord names.
