The Penal Legions we the inspiration for my Orc Blood Bowl Team "Da Orcatraz Def-Rowaz". The friend that got me into 40k whole hog, was a Guard Player. He fielded as many Penal Legions, Ogryns, and Beastman regiments as he was allowed.he loved his Commissars as well. My 40k life has been largely forged by this guy. I was compelled to play his "bad guys" and in those days (RT/2nd Ed) often played Chaos or Genestealer Cults. So many amazing games. One eternally memorable game where a normal Commissar was locked in combat with a Chaos Dreadnought from Turn 2, for the rest of the 5 round game. Neither was slain, and Rivalries were forged. Good times. His Human Bombs were devastating. His Penal Line Troopers won many a victory for the Imperium, and backed by Beastmen and Ogryns they seemed unstoppable.

The officers of the Penal Legions is the most interesting part, IMO. There are examples in the lore of officers from the Guard being sent to the Prnal Legions for being distantly related to a heretic, advocating for more humane treatment for their soldiers, or refusing to enact a suicidal charge.
