Tarrif restrictions can be imposed on per country basis, per commodity, per price and so on. Taxes work more iniversally. When you try and import to Japan you'd learn more obout how successfully they work. Especially with non tarriff restrictions. You can't be hemorrhaging gdp outside and not balance it with domestic product. Bitcoin is used for money laundering, and the US treasury absolutely needs to establish control over it.
