Both power cars definitely running, so probably a cab-related issue (AWS or suchlike.) Would have plenty of power up the bank!

Looks like the 47 is helping out the power cars was there a mechanical problem with the hsts or was it they need help to get up the lickey incline

Yes indeed. I certainly was in this case, I seem to remember. Was cycling past Garringtons Bridge and saw the 47 backing onto the HST. Just had enough time to get up to the station
