No special permission needed! It’s a special section of airspace that allows you to fly right next to NYC!

Special Flight Rules Area. It’s a heavily monitored corridor to allow smaller A/C access to the Hudson views.

A GA aircraft such as this could do very little damage. Allowing delivery trucks in city streets is a much larger threat.
