It doesn't go full Halloween theme, but I like Fortune 499, which you can get on Steam - you control a corporate fortune teller whose company is being taken over by demons, and you fight using a card-based system which affects/predicts the odds of an opponent's moves, and the theming of the levels and their specific mechanics around specific corporate departments is a neat touch, like how the legal department introduces cards with specific rules.
