Another question is who covers utility location for both main lines and then private lines and making sure they are done before work starts.

Legally the contractor doing the digging has to submit for the public utility locates. Private utilities are typically the responsibility of the homeowner.

@@JoeEverest I agree but I have seen smaller company’s after hitting something without a locate try to pin it on the customer so always good to get that in writing

I'm getting a fence installed next week tbru Lowes. Any questions I should ask? I'm a 72 year young widow so any recommendation would be most helpful.

Make sure your utility lines have been located I am not sure with Lowe’s if they do it or if it’s on you to get done but hitting a line could be very costly so want to make sure you are covered from any liability, now you may need to pay to have your private lines located and it’s a good idea to have done because I have had customers say they know where the lines are and I have hit them in other locations and getting a emergency repair crew out to fix it could be costly or you could be sitting without whatever line was hit for days
