Doctor Light, Red Tornado, and Mr. Terrific are getting a live action appearance so they're getting some recognition. And having a degree doesn't mean you're smarter than everyone, batman has proven time and time again just how intelligent he is. Also Aquaman does not talk to fish, he telepathically commands them to do what he wants. He doesn't have entire conversations with them. Let's remember Aquaman is getting his own movie and Jason Momoa makes him look badass!

Aquaman is so underrated and one of the biggest threats to Earth. Atlantean warships have lasers that can destroy major cities in one blast. Him, the royal family, the army of Atlantis + the Dead Kings 7 artifacts are more than enough to destroy the Earth. The scepter of the Dead King makes Earthquakes large enough to sink entire continents

I think it's Lex Luthor, Ray Palmer (Atom), then Mr. Terrific. Batman doesn't come until 10. BTW Luthor doesn't have a PHD either, and Ray Palmer only has one...but then again I wouldn't think that Luthor would care about a piece of paper from an institution, and Ray Palmer essentially deals with super-science.

Anyone who thinks that Mr. Terrific is smarter than Batman is an ignorant fool. Having more degrees than someone does not mean that you are smarter, it means you have an obviously much broader knowledge and understanding about the subjects you have studied compared to the layman. But Batman is a superior human being both intellectually and physically. In many mostly non-canon versions of the comics he has much more academic accomplishments such as having doctorates in a vast array of sciences and not just forensics. The smartest man though is of course Lex Luthor. But if we count the Watchmen Ozymandias Tops them all.

You can't really count Mr. Terrific, even if he appears as a member of the JL in the cartoon because all of the JSA is in the cartoon. Aztek? Really? Sigh! I agree with all of them except those two. To replace them on your list: Metamorpho: He can transform any part of his body into any element on the periodic table, or any combination thereof. So he can sneak into any location by becoming nitrogen gas, transform into an odorless anesthetic gas, and poof! Bad guys are knocked out before they even knew they'd been engaged. He can also increase his already considerable strength and durability by becoming titanium (if inertron were known in the present instead of the 31st century, he could become that and be on a par with Superman in the strength and invulnerability categories). So he's the ultimate stealth fighter with enhanced strength and durability, as well as a walking chemistry set with the training and inclination to be MacGyver. Animal Man: He can mimic the powers of any animal, including those from other worlds (once he's had contact with them). That grants him amazing strength, speed, flight, sensory capabilities, and more... amplified. He once knocked out a bar full of people in full bar room brawl mode by mimicking the stunning snapping-claws power of a tiny shrimp, boosted because of his size compared to the tiny shrimp. And that's just one example. And no offense to Vixen, but he does this without needing some mystic gizmo like Vixen's Tantu Totem. Aquaman: I agree wholeheartedly with his inclusion in this list. Not only does he have complete mastery of all sea life through his marine telepathy, his body can withstand the immense pressure found at the deepest part of the ocean, granting him incredible strength and durability (barely touched upon in the comic books, but exploited in the Justice League movie). Beyond that, he has great swimming speed (just shy of the speed of sound), enhanced speed (he's used to moving underwater, so moving in the air is easier and faster), he can move underwater as a nonpowered person does on land, and his eyesight can penetrate the deepest, darkest depths of the ocean. Red Tornado: Another good choice for this list. Even though he get blown apart a lot (due to an over-developed sense of self-sacrifice), his android body is tougher and stronger than that of a nonpowered human. His tornado powers allow him to fly at superspeed. And because he's the merger of an android and an elemental wind spirit, he was able to give Thor & Mjolnir a run for their money in the legendary Justice League vs. Avengers crossover. My last pick for your list, this one to replace Dr. Light... Blue Beetle: Near Olympic-level acrobatic athlete, genius-inventor-engineer, emphasis on the genius. It was his brilliance and quick wits that led to the defeat of the intergalactic menace, Starbreaker. Further, he alone discovered the nefarious plans if Maxwell Lord when even the "world's greatest detective," Batman, didn't have the slightest inkling about Lord's schemes.

The whole ranking the smartest people alive with a specific number order is ridiculous in the first place. Do they have a global IQ test? When the writer says however many smartest men alive, does that mean they're not including female characters? Cosmic beings? Aliens? Is Superman out of the running because he's not human?
