This problem has affected my Samsung J5 2017 ever since I moved to the 3 Mobile SIM card. After I power down and remove the 3 Mobile SIM card and reboot the phone - I can then engage the WIFI connectivity service on my phone. I then power down and do the "Clear Cache Partition" option as shown in this video. I then re-boot the phone, power it down and re-install the SIM card. And WIFI connectivity is resumed. A very annoying problem and I wonder is Samsung have any idea what causes this.
