I personally don't recommend a foreigner to stay in Villa Mella especially if its their first time in the country. It's a typical Dominican neighborhood. It's not touristy and no one speaks English. My mom and pther family live in Villa Mella. I don't feel unsafe there. The power does go out there. The traffic is bad. It's better to stay in Piantini, Naco, Gazcue, Bella Vista, etc.

Yes $5400 monthly is enough to live comfortable here. You can live in Punta Cana, Puerto Plata, Las Terrenace, Bayahibe, La Romana, Samana, ect.
