Article V in the United States Constitution: Amendments. 2/3rds of the House of Representatives + 2/3rds of the Senate, OR 2/3rds of the States have the authority to propose an Amendment, EITHER way, it requires 3/4ths of the States to ratify it before the Constitution can be Amended.

The process is too difficult because it requires persuasion so instead they just redefine the words in the existing Constitution and call it "a living Constitution interpretation"; aka a cop out to justify illegally amending the Constitution without following the process.
