Just guessing so don't jump all over me, please: Perhaps they disagreed about their son's mental health. One parent may have had an inkling that the kid was disturbed and in need of some therapy while the other may have judged him to be perfectly sound of mind. Often ( NOT always ) it's the father of a son who doesn't think there's a problem while the mother has observed behaviors she finds troubling, such as torturing animals or abusing her verbally or physically. Particularly if the father is the dominant authority figure in the family, the boy's unusual behavior may be excused. His mental health needs will be neglected, consequently. School photos are easily accessible and they don't need certain permissions to share them. It may change as they get other photos but will probably be dependent on the narrative the news wants to push.
